Subject: [PATCH] fix(web): header buttons no longer overlap the terminal
 toggle in windowed desktop

Under Electron's window controls overlay (desktop off macOS, not
fullscreen), the page header pads exactly to the panel toggles' anchor,
so the header actions' fixed reservation came up 8px short and the git
actions ran 4px into the terminal toggle. Reserve those 8px back at sm
when the overlay is visible.
