fix: treat unknown VCS kind as supporting git workflow actions

The remoteUpdated fallback in applyGitStatusStreamEvent creates a
transient status with kind: 'unknown' when no local status snapshot
has arrived yet. resolveVcsActionPresentation was only returning
supportsGitWorkflowActions: true for 'git', null, or undefined,
causing the UI to incorrectly disable git commit/push/PR controls
during this transient state. Include 'unknown' in the supported set
so the controls remain enabled until a definitive non-git kind is
determined.
