G+A keyboard shortcut swallowed in PR review page

I filed a bug ticket but was told by the support team to send it here.

Description

Up until several months ago, the keyboard shortcut G+A would always take you to the 'Actions' tab on a repo. But recently, on the PR review page, pressing A brings up the 'Assignees' list on the right hand side of the PR. This breaks keyboard navigation since I can't get out of the PR once entering it.

I was hoping this would be caught, but it's been a few months so I figured I'd flag it.

Reproduction Steps

Open a PR where you have write permissions, and then press "G+A". It pops up the assignees list rather than taking you to the actions tab for the repo.
