Subject: [PATCH] Fix invalid XML comment in installer.wxs

XML comments can't contain a literal '--', which the top-of-file doc
comment had in "dotnet tool install --global wix --version 5.0.2".
WiX's parser correctly rejected this before compiling anything else
(error WIX0104). Replaced with U+2011 non-breaking hyphens in the
comment text, with a note not to copy-paste them literally.
